PSAD CELE Mastery Guide: Current Scope, Structural Reasoning, and Study Workflow
A source-verified guide to the current PSAD CELE scope, structural-analysis foundations, concrete, prestressed concrete, steel, footings, materials testing, and code-based exam preparation.

Use the Current PSAD Scope
The revised March 2026 CELE program assigns 35% to PSAD and lists:
- Engineering Mechanics
- Strength of Materials
- Theory of Structures
- Reinforced Concrete Beams and Columns
- Prestressed Concrete Beams
- Steel Beams, Columns and Connections
- Footings
- Construction Materials Testing
- Application of the Governing Codes of Practice
Timber design and construction management are not listed in the current PSAD program and should not be presented as current PSAD core coverage.
PSAD Problem-Solving Sequence
For most structural problems, use this order:
- identify the structural system and supports;
- define loads and combinations;
- draw the free-body diagram;
- solve reactions and internal actions;
- identify the governing limit state or response;
- apply the applicable material/code model;
- calculate demand and capacity;
- compare demand with allowable/design capacity; and
- perform a unit, sign, magnitude, and failure-mode check.
Skipping the model-selection steps and jumping to a memorized formula is a common source of wrong answers.
Engineering Mechanics and Equilibrium
Start with equilibrium:
For three-dimensional systems, include all force and moment components. A correct structural design solution cannot recover from an incorrect free-body diagram.
Strength of Materials
Core relationships include:
for axial stress,
for elastic flexural stress, and
for beam shear under the assumptions of elementary beam theory.
Use these equations only within their assumptions; section geometry, material behavior, and load type determine whether a formula is applicable.
Deflection and Structural Analysis
For Euler-Bernoulli beam behavior,
PSAD may require determinate and indeterminate analysis, influence lines, pattern loading, and deflection. Choose the analysis method that matches the structure and the quantity requested rather than forcing every problem into one favorite method.
Reinforced Concrete
Concrete design requires both mechanics and code compliance. A robust workflow is:
- determine factored demand;
- establish section geometry and effective depth;
- apply strain compatibility and the code stress-block model;
- compute nominal strength;
- apply the required strength-reduction factor;
- check minimum/maximum reinforcement and detailing constraints; and
- verify shear, torsion, serviceability, or column interaction where applicable.
Do not memorize isolated factors or reinforcement limits without confirming the code edition used by the current examination guidance.
Prestressed Concrete
Prestressed-member analysis combines axial prestress, eccentricity, and externally induced bending. At an elastic section, stress contributions may be organized as:
Sign convention depends on the chosen reference axes and fiber. Always identify whether the question concerns transfer, service, or ultimate behavior before selecting losses, allowable stresses, or strength checks.
Structural Steel
Steel questions should be organized by limit state rather than by one memorized capacity formula.
Common checks include:
- tension yielding and rupture;
- compression buckling;
- flexural yielding and lateral-torsional buckling;
- shear;
- combined axial load and bending;
- bolt shear/bearing/tension; and
- weld strength.
Determine the governing limit state after computing all applicable capacities.
Footings and Foundation Loads
Spread-footing design connects soil reaction with reinforced-concrete member checks. Typical sequence:
- establish service or factored soil pressure as required by the question;
- determine plan dimensions or verify bearing;
- compute one-way shear;
- compute punching shear;
- compute flexure; and
- detail reinforcement and development as required.
For piles, distinguish structural pile capacity, geotechnical capacity, and load distribution within the pile group.
Construction Materials Testing
The current PSAD program explicitly includes construction-materials testing. Review:
- purpose of common tests;
- specimen preparation and conditioning;
- interpretation of measured properties;
- equipment/application matching;
- concrete proportioning concepts; and
- how test results relate to specification acceptance.
Do not treat this competency as an optional construction-management topic.
Governing Codes of Practice
The PRC program requires application of governing codes but does not, in the program text itself, enumerate every code edition. Use the code edition required by the current examination guidance and course materials, and verify critical numerical provisions before memorizing them.
The Association of Structural Engineers of the Philippines continues to identify NSCP publications as core Philippine structural references, and 2025 ASEP technical programming still referenced NSCP 2015. That supports its continued professional relevance, but examinees should still verify the edition applicable to their examination cycle.

- Footings and pile-load concepts
- Materials testing
- Mixed code-based situations under time pressure
Avoid Examiner-Prediction Narratives
Do not build preparation around unsupported claims that a named examiner “favors” a particular trick or failure mode. The official TOS and current PRC program are the defensible basis for coverage.
- Current PSAD is a 35% six-hour first-day CELE subject.
- Anchor preparation to the official current scope, not legacy timber/construction-management classifications.
- Structural reasoning sequence matters as much as formula recall.
- Treat code values as edition-sensitive and verify the governing edition.
- Materials testing is explicitly part of the current PSAD scope.
